If you’re buying in Carova, there’s a hard reality waiting after the tour ends: this is a place with no public water and no public sewer. Every drop you use comes from a well under your lot. Every gallon that goes down the drain runs through a septic system in sand that sits a few feet above the water table. These aren’t afterthoughts — they’re the infrastructure your offer is buying.

What Makes Carova Different

On a paved-road home, water and sewer are monthly bills. In the 4x4 area, they’re capital expenses with replacement timelines. Two factors drive everything: the high water table and the sandy soil.

The water table in Carova is close to the surface — sometimes within a few feet. That’s the first thing a perc test tells you, and it’s the reason most conventional gravity-fed septic systems simply don’t work here. Sandy soil, meanwhile, filters fast but doesn’t treat wastewater effectively without engineered help. The combination means you’re almost certainly buying an alternative system — and budgeting accordingly.

The Three Septic Options — and What Each Costs

Conventional gravity system ($5,000–$10,000): The standard setup in most of the country. A tank, a drain field, gravity does the rest. Rarely feasible in Carova — the water table intercepts the drain field before wastewater has time to treat. Unless your lot sits unusually high, cross this off the list early.

Engineered mounded system ($15,000–$30,000): The most common solution in the 4x4 area. They build the drain field above natural grade — a mound of imported sand that raises the treatment zone above the seasonal high water table. It’s more visible (you’ll see the rise in the yard), more expensive, and requires space. But it works where conventional can’t.

Aerobic Treatment Unit / ATU ($15,000–$30,000): Think of it as a miniature treatment plant. An ATU injects air into the tank to support aerobic bacteria that break down waste more completely than the anaerobic process in a standard tank. The output is cleaner — useful when soil conditions are poor — but the system has a mechanical component (an aerator pump) that can fail. ATUs need electricity to run, and when the power goes out on the 4x4, the clock starts ticking on the treatment cycle.

Sand-filter systems are a third approach used in some coastal NC applications, but their prevalence specifically in Carova isn’t well documented — ask your agent or a local septic contractor whether they’re common in your neighborhood.

The Well Picture

Carova homes draw from private wells tapping the shallow surficial aquifer — the same freshwater lens that sits atop the saltwater below every barrier island. Drilling typically runs $5,000–$15,000 depending on depth and the geology under your specific lot.

A few things to know:

  • Water quality varies lot to lot. Two homes 300 feet apart can have different hardness, iron content, or bacteria levels. Testing is not optional.
  • Saltwater intrusion is a known risk in coastal wells. Overpumping can draw the freshwater-saltwater interface upward. Carova-specific incidence data isn’t publicly compiled, but it’s a conversation worth having with a licensed well driller during due diligence.
  • Well lifespan matters. An older well with a failing casing or screen can introduce surface contamination — particularly in sandy soil where groundwater moves fast.
  • Flow rate testing during your due diligence period tells you whether the well can supply a modern household with multiple bathrooms and appliances running simultaneously. Don’t skip it.

The Annual Maintenance Math

This is the line item most first-time Carova buyers miss:

What Due Diligence Actually Looks Like

Here’s what belongs on your Carova due diligence checklist — beyond the standard home inspection:

  1. Well water test — bacteria (total coliform, E. coli), nitrates, hardness, pH, heavy metals. The Currituck County Health Department can recommend a certified lab.
  2. Septic inspection — pump and inspect the tank. Have a licensed installer assess the drain field condition and confirm the system type (conventional, mounded, or ATU). Request the original permit if available.
  3. Perc test / soil evaluation — if the lot hasn’t been built on yet, a perc test is non-negotiable. If you’re buying an existing home, confirm the existing system was properly permitted.
  4. Elevation Certificate — required for flood insurance anyway, but also relevant to the water table discussion.
  5. Permit review — check with Currituck County Planning & Inspections that all septic and well work has finaled permits with no open violations. CAMA permitting may also apply since essentially all of Carova falls within an Area of Environmental Concern.
  6. Flow rate test — confirm the well delivers adequate volume for the home’s occupancy.

The Bottom Line?

Every Carova property comes with a well and septic system that’s built for a challenging coastal environment. The systems work — they’ve been working here for decades — but they’re not free, and they’re not optional to maintain. Budget $15,000–$30,000 for the system you’ll eventually replace, plan $500–$1,500 a year to keep it running, and do the inspections before you close. The math isn’t complicated — but ignoring it is expensive.
